Mundelein's massage parlor operators now must meet a series of strict regulations to stay open.
A recently adopted ordinance requires parlor owners and their employees to be licensed with the village. It forbids massages by topless or nude employees and includes strict cleanliness regulations.
Village officials said the law will make sure any business offering massages is legitimate.
"It's so we can be proactive rather than reactive," Trustee Ray Semple said. "It's best that we are prepared, rather than getting caught with an ordinance that perhaps isn't as strong as we wish it would be."
The law calls for massage parlor owners to apply annually for special licenses at a cost of $250. Employees will have to be licensed, too, at a cost of $100 a year.
Applicants will be fingerprinted and photographed by police. Criminal history checks will be performed, too.
A license will be denied if the applicant has been convicted of a felony, child-sex crime or prostitution-related crime. …
