Board Alters Policy on Foreign Exchange for Warren High

The Warren Township High School board made some policy changes Tuesday night following a report given by Principal Philip Roffman.
Concern about foreign exchange programs prompted all seven board members to approve the exclusive use of two foreign exchange programs at the high school - American Field Service and Rotary International. The new policy, Roffman said in a meeting, will add structure to the program and prevent some problems that have arisen in the past.
"There are potentially 300 foreign exchange programs," Roffman said, "and to manage that is nearly impossible."
Roffman said that often the schools get stuck making the arrangements for the exchange organizations. "Many of them are for profit and they are known for bringing students into the country and then putting the school in the middle," he said.
Because of crowding, Warren High School hasn't hosted exchange students for the last two years. For the 1998-99 school year, however, Roffman has stated he hopes the school might renew its option to host students from other countries. …
