The objectives of the study are:

1- To review and examine gender sensitivity in government policies in the "Sudan National Comprehensive Strategy" (SNCS).

2- To investigate the perception of policy makers on the concepts related to "women in Development" (WID) and "Gender and Development" (GAD)

3- To identify the reasons that have hindered the formulation of gender sensitive policies.

4- To suggest specific recommendation to improve gender sensitive planning in Sudan.

The study stated that women participation in development has become an important concern of all countries, because it is an essential means of social justice. While policymaking has become the most critical function of governments, as it reflects the failures or successes of their policies.

Policy making is a process of three stages:

1- The identification of the policy problems.

2- The formulation of the policy proposals where different sectors are included. That is government bodies, interest and pressure groups, and the media. Here the government has to consider its actions in order to meet the needs of all.

3- The process of filtering all policy alternatives, and selecting from the available solutions.

4- Then the implementation of the policy.

5- Lastly the evaluation through measuring the relevance of the policy agenda to the objectives.

The early attempts for economic planning was in 1946 when a five year economic plan was set (1946-1951). Other plans followed covering the changes of all periods. The last is a ten-year strategic plan (1992-2002).

The important targets of the strategy are health and education. Education is considered as a means of social change. Then women strategy was dealt with as gender policy. It stresses the integration of women and gender in development in order to pressure women's rights as mothers, citizens and participants in development in all fields of life. …
