New Boundary Panel Selection of Interim Staff Sets off Dispute

The selection of interim staff by the St. Louis County Boundary Commission has touched off disagreements among its members about proper procedure for disclosing information.
The personnel subcommittee selected an interim organization specialist and interim attorney on Sept. 14. The selection portion of the meeting was closed to the public, but the committee opened the meeting to record its unanimous votes. The committee did not release information about its selections to other commissioners until the Tuesday commission meeting.
"We thought it was important to come to the committee and disclose (to all members) at the same time," said Commissioner Ed Bruer.
Chairwoman Barb McGuinness said she had asked for the results earlier but was rebuffed.
"That's not appropriate," McGuinness said. "We're talking about an open meeting where members decided not to disclose information. If I had attended that meeting, I would have known by sitting there."
Commissioner Anna Marie Wingron said the vote was a public record McGuinness could have obtained. McGuinness said the other commission members should have been informed.
"I really want to be inclusive here," McGuinness said.
The committee later voted to require that all members be notified of all meetings at least 48 hours in advance. …
