More than 300 school superintendents attended the meeting in the state Senate chamber.
Jones, D-Okla., said he is sponsoring a measure that would specify that provisions affecting tax-exempt bonds not take effect earlier than Jan. 1 of next year.

A special Oklahoma House committee voted unanimously Monday to recommend a freeze on state employees' salaries.
The action came after committee members were told that field workers in the state Department of Human Services were poised to receive raises totaling $2.3 million.
Rep. Don Mentzer, D-Sallisaw, told the committee that the raises would be granted automatically under a plan passed by legislators two years ago to re-evaluate jobs and correct inequities in Human Services salaries.
Rep. Kenneth Converse, D-Tishomingo, who is chairman of the special committee, said the state cannot justify those raises.
Converse's committee was formed last week to look into the salary structure of state agencies.
