COLLEGE PROFILE: Lone Star College Providing Programs for a Growing Workforce


Seven years ago Lone Star College (LSC) combined workforce education and continuing education into one division creating the Office for Workforce Education & Corporate Partnerships, which included a redesign of customized training into what is termed Corporate College. Corporate College partnerships are focused on providing training in the industry to help support incumbent employees as well as on-boarding of new employees that need the additional training in somewhat of an apprenticeship model. Other responsibilities include the development and modification of all AAS (Associate of Applied Science) and non-credit workforce certificates. The credit divisions report to campus presidents, but facilitation of curriculum and the decisions for which programs are developed and offered are facilitated by the 45 member LSC Workforce Council.

Workforce Council is a group of members that support the workforce areas on each campus including faculty, deans, chairs and directors in all credit and non-credit areas along with LSC-System Office personnel. We have designed a combined Workforce Development Process that uses data and research as key - Burning Glass, EMSI, DOL and TWC data make initial "go or no go" decisions on programs. After the data analysis, we bring in 4 levels of advisory meetings to validate the data: Chancellor, C-suite, program focus group, occupation m-PCAL (modified Performance Criteria Analysis) and ongoing associate degree advisory councils. Next we build the business case for the new program or program modification to take to the Chancellor and CFO, and Vice Chancellor for workforce and economic development. Finally it goes to our board, the state Higher Ed Coordinating Board, and once approved, we develop a marketing and student recruitment plan, hire qualified instructors with industry certifications and the program begins.

Through our Corporate College, LSC has developed deep corporate relationships not just for program and curriculum development but for student job placement, equipment donations, instructor loans and more. Corporate College non-credit open enrollment programs focus on specific areas such as Oil & Gas Drilling, Skill Trades, Healthcare, Truck Driving and Law Enforcement. But our LMI data has also proven the huge need to focus on professional development programs is also a recent development to prepare for those currently in the workforce. Our Corporate College professional development area prepares employees and students for state or national exams surpassing the expectation of professional development training. In each area workforce training specifically offers programs for a much needed growing workforce.

Our Floorhand/Roustabout program is a great example of industry partnership and data for the Oil & Gas Drilling industry. Lone Star College is the first provider internationally to offer the Floorhand/Roustabout fasttrack career certificate that has been accredited by the International Association of Drilling Contractors (IADC), for the Knowledge, Skills and Abilities (KSA) competencies in relation to the Workforce Attraction & Development Initiative (WADI) Project.
