Particularities of the Violent Crimes in Galati County (2003–2013)

1.Introduction

Most of the high violence crimes perpetrated in Galaţi in the period 2003-2013 involved the existence of one author and one victim (88%); yet there are circumstances when two authors perpetrated the deeds.

The analysis of the data regarding the high violence authors highlights the fact that these are generally perpetrated by men. Thus, males represent over 95% of the total number of aggressors. The aggressors' age ranges between 15-82 years (Huza, 2013).

More than half of the authors are young, aged between 18 and 35 years, and approximately one third is made of aggressors aged between 36 and 59 years. Depending on the environment, one might notice that the elders are more predisposed to perpetrating violent crimes in the rural environment.

Although the percentage is not significant within the total number of authors, the number of minors involved in the perpetration of violent deeds is significant (49 cases).

Most authors have a lower social position, materialized by training level, professional career or family of origin.

Approximately half of the aggressors are nondescript, in direct relation with the crimes' perpetration environment (previously analyzed variable); the authors' distribution depending on the environment of origin is the following: 64% originate in the rural environment, 36% in the urban environment.

Nearly two thirds of the authors are maximum secondary school graduates; one must mention that the number of those without studies or who graduated maximum 4 grades is quite high.

2.Occupational Status

According to the sociological theories, the occupational position of an individual is a direct effect of the personal efforts (such as the achieved educational level and the acquired professional skills) and indirectly of the material, social or cultural resources of the family of origin. In accessing, a certain occupational status an important role is played by a series of factors such as the residence area, quality of the educational process, existing occupational structure within the society etc.

In the case at hand, correlated with the low level of schooling and the origin family status, a considerable part of the authors is represented by nondescript persons (49.6%). Approximately 7.5% of the authors are retired, and from the employed persons, most of them exert unskilled jobs (security guard, day labors, subsistence agriculture, shepherd, unskilled worker).

The relatively low education level and occupational level have a significant influence on the perpetration of violent crimes; the persons characterized by such indicators are more prone to choosing force as manner of settling conflicts.

These variables do not directly represent inhibiting/facilitating factors of violent crime perpetration but rather bring along a higher stage of "moral development". According to Lawrence Kohlberg's theory (Garz, 2009), the reaching by an individual of higher moral development levels shall protect the same to a higher extent against the tendencies of perpetrating antisocial deeds. The person who went through such stages shall have an authentic respect towards the essential values, justice, equality towards the human personality overall and shall avoid adopting behaviors that would jeopardize the same. Moreover, the individual with a high moral level shall apply these principles in all the segments of his life, being capable of generalization.

Approximately 62% of the aggressors had consumed alcohol when they perpetrated the deed; in fact, the consumption of alcoholic beverages is the most frequent favoring factor. One must also mention that in many circumstances, in the elaborated prosecutions the existence of an advance inebriety condition was specified (Mitrofan et al, 1997: 64).

All specialty studies show that great intensity violence does not appear suddenly in behavior of a person. It is the result of the accumulation of numerous small aggression deeds to which he/she participated in the capacity of victim and author throughout the life and which affected his/her character. …
