How: Measurement, Management, and Accountability
Here are three specific steps to apply performance measures, participative management, and board accountability in your schools. In a few hours, armed with these three questions, you can assess the accountability of your local school board and superintendent; evaluate management to see whether the modern, participative, results-oriented style has reached your school yet; and begin to measure performance. The key is knowing what questions to ask and what answers to expect. With these guidelines, you will be able to find out whether your schools are coping successfully with the new management requirements, or still lingering in the authoritarian era of conflict and decline. You can do this from outside the system, as a citizen, taxpayer, or parent, or from inside, as board member, administrator, teacher, or student.Management consultants look at any organization as a system to be evaluated by how well it functions. Sometimes you are obliged to do this quickly, other times you have weeks or months to fill in the details. In either case, a few key questions, tailored to the character of performance and management in a specific institution, are critically important. From my experience, these are the questions for schools:
• Is your school measured?
• Is your district managed?
• Is your board accountable?
