The Outside Audit School Performance Formula: Learning, Confidence, Morale, and Cost-Effectiveness
Schools can be measured. This chapter and the next five show how. Do not put your child in school, do not move to a new community, do not pay your taxes -- and if you are a school board member, do not vote to approve budgets and salaries -- without applying these tests of good school performance first. Use the tools in this chapter to measure your school and district, to see if you are getting your money's worth.
MEASURE RESULTS
The first step to improving school performance is pragmatic measures for education like those which led to America's achievements in agriculture and industry. The educational counterparts of business measures, such as earnings per share and return on investment, are symbolized in the following formula:
Learning X Confidence X Morale
Cost
The four components of the formula are the following:
Learning -- student learning and development, measured by the analysis of standardized achievement test scores, especially growth rates, and other key indicators (Growth rates are calculated by, for example, subtracting last year's fourth grade score from this year's fifth grade score. You should get a year's growth for a year in school, a simple standard that anyone can apply.)
