Recommended Organization: Participative and Accountable
This chapter contains the summary of an organization plan to implement participative management with performance measures and board accountability. It was recommended to an elementary district of about 4,000 enrollment, adjacent to a major city in a community with a wide range of socioeconomic levels and a mixture of racial and ethnic groups.As each district goes through the transition from traditional authority to modern participation and responsibility for performance, it is necessary to communicate what this process means. That requires thinking and discussing by the board, management team, faculty, and others in the district.
• What does it mean to accept responsibility for performance?
• What does it mean to have open communication?
• What does it mean to use performance information positively?

These are issues that must be explored and discussed in each district according to its own individual character, circumstances, and situation. An organization plan is one way to help communicate these changes, to provide the common, shared understanding essential to successful implementation.

This chapter is the tip of the iceberg, a summary of the kind of documentation that is needed and the communication that is required, to achieve a successful transition from traditional authority to participation and responsibility for results.
