APPENDIX A
Research Process
The steps in research process were as follows:
1. The head of the randomly selected MA unit was contacted over the phone, the research project was described briefly, and an appointment was scheduled.
2. During the meeting with the unit head the research project was described in more detail and the official's go-ahead to conduct the research was established. General information was collected about the MA unit, such as its philosophy, organization, and functions, and any current hot topics. Many of the MA officers were willing to spend considerable time discussing their unit, the larger agency, and their philosophy of management and management analysis.

In the second phase of the meeting, studies conducted by the MA units were discussed and those meeting the research criteria were selected. The largest MA study meeting the criteria was chosen for further examination. The researcher then obtained the name of the analyst who conducted the study, the name of the decision maker who received it, and a copy of the written study report.

3. An appointment was arranged with the analyst who conducted the study for detailed interview (see Appendix B) for the structured interview guide. In most cases two interviews were conducted with each analyst because of the amount of information collected. Interviews were also conducted with decision makers for most of the studies.
4. The written study report was reviewed using the document review guide (see Appendix C).
