I. Problem Definition:
A. A. Content
1. What was the problem? Answers to this question are expected to be unique and may not be classified or grouped in any fashion.
2. What was the purpose of the study? To assist in making a specific decision; to define the problem; to determine the severity of the problem; to structure the problem; to gain acceptance in one part of the organization for a decision made in another part.
3. Was the problem structured? Not structured, structured by describing relationships in narrative; descriptive model; quantitative relationships among variables; predictive model.
B. B. Process
1. Who asked for the study? Bureau director; associate director for administration; division chief of unit being studied; management analysis division chief; the executive board; the administrative officers; unclear.
2. Who defined the problem? The person requesting the study; the management analyst; team of analysts; interunit study team; both the analyst and the person requesting the study; the management analyst and personnel in the unit being studied.
3. By what process was the problem defined? By the decision maker alone; by the analyst individually; by an interunit
