The public did not view Bush as an education president. A New York Times-CBS poll indicated that fully 60 percent of the American public felt that regarding education, Bush had "mainly just talked about it." 126


CONCLUSION

President Bush practiced a politics of educational minimalism. He resorted mainly to the bully pulpit to focus on education as a national issue while providing minimal federal funds. Nevertheless, he maintained the national interest in education set in motion by his predecessor. That interest was the offspring of a deteriorating economic position of the United States.

Still, it was the Bush White House that set the national agenda in education, and the president's strong advocacy of choice made it the dominant solution to the nation's educational problems.
