tightly structured natural sciences, it may not be optimal for special education with its inherent variability and indeterminateness. Consequently, instead of methods that seek optimal solutions, special education should seek "satisficing" decision methods whose goal is to provide satisfactory (i.e., good) solutions (see Simon, 1969). As a satisficing method, meta- analysis represents a powerful tool for decision making by providing sufficient but not necessary conditions for special education policymaking.
