This paper will have three major objectives: The first will be to sketch the "soft energy" notion and relate it to the broader "soft technology" or, synonymously "appropriate technology" (AT) notion and the way both ideas attempt to address certain problems of interdependence, including international interdependence. Next, it will describe the sense in which AT is a social movement and, in particular, describe the soft technology ideology and its relationship to other major ideologies. Finally, the paper will examine the sense in which AT is and isn't an answer to the problems of interdependency it seeks, at least in part, to address.
Contrary to popular notions, higher energy prices, declining energy supplies, new supplies, new hardware for finding, converting, transporting, and more efficiently using energy, and the social and environmental impacts of energy are not singly or as a package the most important consequences of the energy problem of the last few years.
