BRIAN WEINSTEIN is a professor of political science at Howard University. He also taught as a Fulbright Fellow at the Hebrew University of Jerusalem in 1987-1988. He wrote The Civic Tongue: Political Consequences of Language Choices ( 1983) and edited Language Policy and Political Development ( 1990).
AARON SEGAL is a professor of political science at the University of Texas at El Paso. He has also taught in Argentina, Puerto Rico, France, Mexico, and several U.S. universities. He is the author or co-author of five books on the Caribbean and numerous monographs, articles, and reviews. His work is concerned with population policies, emigration, economic integration, science and technology, and other topics. He is a member of the editorial boards of Caribbean Review, Current History, and The Times of the Americas.
