What would happen if a new clarity emerged from such confusion? In the end, I suspect, nothing more drastic than, say, the election of President Clinton in the United States. I do not detect in the present condition, which I have described and tried to explain with a few hints and comments, a threat to democracy. I do detect a period in which there will be significant changes, including, in many countries, changes of institutions, and I only regret that so many of us have to live through the period of confusion, while the problems which have to be resolved are undeniably important. But in the OECD world at least, there is no need to worry about fundamental issues of survival in freedom. In that sense the experience of our days may after all indicate a phase in a recurring cycle.
