Retrospect and Prospects: Toward CVS Media Education in the 1990s

This chapter reviews the ebb and flow of systematic educational programs of media literacy and television critical viewing skills. It sketches recommendations to designers, administrators, and implementers, drawn from the previous 12 chapters.


EVOLVING CYCLES OF CVS

The ground swell of exploration and experimentation in the 1970s grew into a proliferation of CVS projects by the early 1980s in the United States. But as initial intrigue and enthusiasm gave way to pragmatic, sustained application in schools and adult organizations, funding sources shifted to other priorities -- leaving in limbo many short-lived projects such as four massive ones underwritten by the U.S. Office of Education. Clearly 1978 to 1982 were watershed years for organized, widespread developing of formal programs in critical viewing skills in the United States. But by the mid-1980s many projects were quiescent. Perhaps most regrettable is that published materials, often quite sophisticated and carefully developed, were not even available a few short years after some projects were terminated. The whirlwind of data gathering, analysis, philosophical justification, and production of printed and audiovisual materials often resulted in extremely short-term, hard-to-locate reports and support materials.
