The share of employment in the manufacturing sector has practically remained at 10-12% during the past three decades despite the fact that the labor force has more than doubled during the same period.
2.
It is unfortunate that when this first policy move toward decontrol and tariff adjustments took place, there were no studies of effective protection. The later calculations are effectively irrelevant.
3.
Many products that were inputs into downstream industries were scheduled for liberalization later than the liberalization of the downstream products.
4.
The Central Bank classification of imports (by degree of essentiality and whether consumer or producer goods) was not abolished and continued to be the basis for subsequent tariff code specification. Institutional apparatus for intervention by product category remained.
5.
