many nonregulatory agencies. Finally, there was a moderate show of support for the overall impact of deregulation. Sixty percent of the officials rated the impact as between somewhat and very positive, and 40 percent rated the impact between somewhat and very negative.

Overall, then, the assessment of deregulation is mixed. While administrators feel that the general impact is slightly positive, they are not sure that regulatory policy has been made more cost-effective, which is one of the main concerns of Executive Order 12,291. Therefore, while the evaluation of deregulation is more positive than the evaluations of the management techniques used by the Carter administration, the political strategies used by the Reagan administration (political appointees and budgeting) are perceived as more successful than deregulation in increasing presidential power.
