Numerous meetings about this matter were held. I relied on Lee Strong, Chief, Bureau of Plant Quarantine, Wm Jump, Budget Officer for the Department, and F. P. Bartlett, my own administrative assistant. There is some correspondence in my file about these difficult, but now uninteresting events.
|2.||Difficulties with Douglas.|
As time passed Douglas' attitude concerning Departmental economics seemed more unreasonable and my resistance increased. I was better able to combat his insistence as I became better acquainted with the Department.
|3.||Henry Wallace and I began an active exploration for assistants when it became obvious that rapid expansion would take place in the Department. Concerning the solicitorship we were especially anxious and wrote to Felix Frankfurter for suggestions. This resulted in our getting Jerome Frank who became General Counsel for A.A.A.
