THE POWER VERSUS RIGHTS ANTITHESIS, WHICH EMERGED so graphically during the contest between Jefferson and Hamilton, was even more evident on the state and local scene. Concrete victories in behalf of rights occurred first in the states. Just as the states had abolished entail and primogeniture and provided for effective religious liberty, so now the states took the first steps toward vitalizing political rights. During the decade of the 1820's the political role of the average citizen came to approximate in fact what the Jeffersonians had long claimed for it in theory. Thus the theoretical groundwork so carefully and extensively laid since the days of Colonel Rainboro finally became the basis of a broad-gauged movement of reform.
