In connection with the actual state of reform, opening to the outside world, and modernization drive, the vast number of theoretical workers should deepen their theoretical study on building a socialist society with distinctive Chinese characteristics, use new results obtained from theoretical study to answer the questions emerging from actual life and persistently combat undesirable habits and customs in rural and urban areas. Things which are reactionary, obscene, and ugly must never be allowed to disseminate unchecked. Feudalistic, superstitious, and gambling activities which disturb public order and are harmful for people's physical and mental health must be banned according to law. . . .

China has consistently adopted a foreign policy for peace and for maintaining independence and keeping the initiative in our own hands and supported the just cause of the people in the world. China opposes hegemonism, safeguards world peace, and promotes common development. . . .

Deputies, on the whole, the current domestic and international situation is conducive to China's construction and reform. The difficulties we face in domestic economic construction are by their nature issues that arise in the course of progress and development. As long as the leadership and the rank and file are of one mind and we pool our wisdom and efforts, we can definitely pull through the difficulties and achieve the anticipated goals in the course of improving the economic environment and rectifying the economic order. We should work together with one heart to greet the fortieth anniversary of the founding of the PRC with outstanding achievements and to advance the magnificent cause of building socialism with Chinese characteristics [applause].
