Berlusconi emphasized he was for the respectable people who "pass exams" in school and in work -- in other words, those who don't need community services.
Reality changes quickly in Italy, and, as Italians like to say, "When the reality is different, we are different." Whoever designs the next and new model of "circuits of control" for the care of the mentally ill might be well admonished not to ignore the nature of Italian culture and the modal personality that is its distillate.
