(ORDINANCE NO. 12, PROMULGATED ON APRIL 3rd, 1923)
A second paragraph shall be added to Article 4 which shall read:-- When there are two judges, one shall be selected as Judge in Charge, who shall be responsible for all acts concerning judicial administrative functions.
Article 5 shall read:-- The Judges shall be selected from among the best qualified candidates by the Ministry of Justice and recommended to the President for appointment. But the Regulations Governing the Qualifications of Judges of the Judicial of a Special Area may be applied, when Judges of such Special Area are to be appointed and their qualifications considered.
Article 7 shall read:-- The Magistrate shall take charge of all matters relating to detection, arrest, investigations, transfer of prisoners, execution of sentences on convicted persons and other functions of a procurator.
If it is necessary to procure help in connection with any of the functions of a procurator referred to in the preceding paragraph, the provisions of Article 102 of the Law of the Organization of the Judiciary are applicable.
Article 8 shall read:-- All judicial administrative functions except those already specifically assigned, shall be under the joint charge of the Magistrate and the Judge.
