Article 1. Officers of prisons and detention houses shall be appointed in accordance with the following provisions:
Governors of the modern prisons in Peking and the Provinces having a housing capacity of 500 prisoners shall be appointed by the President upon recommendation.
Governors of other modern prisons than those specified above, superintendents of detention houses who occupy also the office of superintendents of branch prisons, chief warders of all the modern prisons, superintendents and officers of detention houses governed directly by courts or procuratorates and overseers of old prisons shall be appointed by the chief supervising official.
Moral instructors and technical experts of modern prisons, physicians and druggists of modern prisons and detention houses, and expectant chief warders of modern prisons shall be treated as officials appointed by the chief supervising official.
Article 2. Officers of prisons and detention houses who are to be appointed by the President upon recommendation shall be appointed from among persons of any of the following first four classes; provided that they shall
