(ORDINANCE No. 28, PROMULGATED ON JULY 17TH, 1918; AMENDED IN ORDINANCE NO. 31, PROMULGATED ON NOVEMBER 5TH, 1920)
Article 1. The ranks and grades of judicial officials shall be as prescribed in the Table of ranks and grades attached to this Ordinance. The officials of the first and second grades shall be ranked as officials appointed by the President, and of the third to the fifth, as officials appointed by the President upon recommendation.
The President of the Court of Cassation shall be an official specially appointed by the President.
Article 2. The grading of judicial officials appointed by the President and those by the President upon recommendation shall be effected by the President upon petition of the Minister of Justice; provided that the grading of the presidents of the divisions of the Court of Cassation and the judges of the same court shall be effected by the President upon petition of the Minister of Justice at the request of the President of the Court of Cassation.
Article 3. The grade of an official newly appointed shall be the lowest grade for such official prescribed in the Table of ranks and grades. The same rule shall
