THE PROVISIONAL REGULATIONS RELATING
TO THE JUDICIAL DEPARTMENTS OF THE
OFFICES OF THE GOVERNOR-GENERAL
OF JEHOL AND SUIYUAN
(ORDINANCE NO. 71, PROMULGATED ON MAY 21ST, 1914;
AMENDED BY ORDINANCE NO. 99, PRMULGATED ON JULY 16, 1914.)Article 1.
The offices of the Governor-Generals of
Jehol and Suiyuan shall each establish a judicial department under the supervision of the Governor-General in
respect of judicial administration.Article 2.
The jurisdictional district of the judicial
department shall be the same as that of the Governor-
A judicial department shall have jurisdiction over the following contentious matters:
|(1) Appeals against the judgments of district
|(2) Contentious matters between the "Banners,"
"Leagues" and the Mongolian people.|
Article 4. Appeals may be made from the judgment
of a judicial department to the Court of Cassation; provided
that this shall not apply to those cases within the provisions
of subdivision 1 of Article 3 the final appeals in which may,
