ABM stands for Arbeitsbeschaffungsmaßnahmen, a program for public work--much of it in the social and educational sector--and some retraining opportunities that has been in operation in the FRG since the 1970s. It is funded by the Federal Bureau of Labor (Bundesanstalt für Arbeit) and is intended to lower the jobless rate and facilitate reintegration into the job market.
