INSTRUCTIONS AND COUNTERSIGNS
In order to duly control the final details of the Movement, from the 3rd May next only liaison agents shall transmit orders, and they shall communicate with one another by cypher 'E.M. 54-22'.
The local Chief Officers shall give orders to their committees verbally.
