The translated document doesn't perform any function.On the contrary, when you translate a SW program, the resulting object is active because it can process the data (text and numerals) in another language.Therefore, SW Internationalization and Localization always imply two fundamental processes:

Internationalization (118N) is the process of enabling a SW product so that it can support all the linguistic features of different locales. In other words, 118N is the set of processes, procedures, tools and technologies that facilitate the localization (L10N) process.
Then, the Localization of an Internationalized SW product becomes the specific adaptation to a locale or multiple locales/writing systems without the requirement to re-design the original US product.
