Media Internationalization in Hong Kong: Patterns, Factors, and Tensions

Media internationalization is "the process by which the ownership, structure, production, distribution, or content of a country's media is influenced by foreign media interests, culture, and markets." 1 It can be viewed as the diffusion of innovations such as media content, production values, and industrial arrangements across national boundaries. The internationalized and the internationalizing are two sides of the same coin. This chapter will examine Hong Kong from both sides, as an information importer as well as an exporter. As Hong Kong is under British rule and Taiwan is not unified with China, media exchanges among these Chinese societies are not to be viewed as domestic trade but as part of internationalization.


Patterns of Media Internationalization

As a whole, the degrees to which Hong Kong media internationalize and are internationalized are quite high when compared with other East and Southeast Asian countries. On the one hand, Hong Kong is relatively open to foreign media ownership and has easy access to a wide range of foreign media. On the other hand, Hong Kong is an important media exporter of the world, commanding an enviable position that does not seem to match its small size.


Ownership

With the exception of electronic media, which are subject to stricter regulation, mass media in Hong Kong operate primarily within a market environment. This
