Railroads, the Free Enterprise Alternative

Mergers are not a solution to railroad problems; in fact, they are a symptom of deeper structural problems. Mergers are a manifestation of the natural monopoly forces inherent in the present railroad industry structure. To resolve the difficulties which have plagued the railroads for so long, fundamental structural issues must be resolved.
