The Fifth International Conference of American States began its work in the city of Santiago, Chile, on March 25, 1923, by a solemn session which was presided by His Excellency the President of the Republic, in which H. E. Mr. Arturo Alessandri, made a speech which has been included in the Documents of the Conference.
The initial session of the Conference was held on March 26th, presided by the Minister of Foreign Affairs of Chile, H. E. Mr. Luis Izquierdo.
In conformity with the regulations a ballot was taken for the election of the President of the Conference, the result of which was that the President of the Chilean Delegation, Mr. Agustín Edwards, was elected.
The Executive Committee was composed of a representative from each of the Delegations.
The Conference decided to distribute the work of the program in the following form:
Committee No. 1, called Political Committee, had charge of Topics II, IX and XVI.
Committee No. 2, called Juridical Committee, had charge of Topics III, X, XIV and XV.
Committee No. 3, called Committee on Health, had charge of Topics IV and XVIII.
Committee No. 4, called Committee on Communications, had charge of Topics V and VII.
Committee No. 5, called Commerce Committee, had charge of Topics VI and XI.
Committee No. 6, called Committee on Agriculture, had charge of Topic VIII.____________________
