policies and of economic reforms, and via compensatory social policies and programmes. The few public programmes that were not allowed to contract passively during adjustment (nutritional and maternal and child health care) serve to illustrate the point. Furthermore, the favourable starting point helped to attenuate the demographic responses: the country initiated structural reforms and adjustment at a time when there was a broad coverage of many basic social services. In the future, however, continued improvement in living conditions will require a recovery of investment in the social sectors, which deteriorated substantially during the adjustment period.
